About us

Established by Director Philip Brown MA LLB FCILT, Philip Brown Transport Law Ltd (PBTL) provides a comprehensive service at competitive rates to the heavy goods and bus & coach industries.

Its mission is to contribute towards road safety and fair competition through ensuring an understanding of and compliance with relevant legislation such as the Public Passenger Vehicles Act 1981 (as amended), the Road Traffic Act 1988 and the Goods Vehicles (Licensing of Operators) Act 1995, reflecting changes to EU legislation in December 2011.

Philip Brown has over 24 years’ experience in operator licensing, having been appointed as a Deputy Traffic Commissioner in Cambridge in 1990, subsequently serving as full time Traffic Commissioner in Bristol from 2000 to 2007 and Traffic Commissioner for London and South East England from 2007 until 2011. He was Senior Traffic Commissioner for Great Britain from 2003 until 2011. He also leads the Road Transport Law Team as consultant solicitor at AMD Solicitor in Bristol.

His earlier career as a lawyer was spent in the magistrates’ courts’ service, practising as a solicitor in the criminal courts and as Director of Legal Studies in continuing education at the University of Cambridge. He also writes for various legal publications, particularly on road traffic and road transport law and is a contributing editor to Wilkinson’s Road Traffic Offences. He is, therefore, well placed to understand and advise on the challenges faced by operators and their employees.
